HealthNet Advocates,
Indiana is advancing a Medicaid State Plan Amendment (SPA) that would redirect 340B drug savings away from community health centers and into the state Medicaid program. Public comments are open through March 27—and we urgently need your voice.
Why This Matters
The 340B Drug Pricing Program allows health centers like HealthNet to purchase medications at a discount and reinvest those savings directly into patient care.
At HealthNet, 340B makes it possible to:
• Provide medications at low or no cost to Medicaid and uninsured patients
• Deliver prenatal, chronic disease, and preventive care
• Support care coordination, transportation, and other services that prevent costly hospitalizations
• Offset the cost of caring for uninsured patients, where there is little to no reimbursement
These are not taxpayer dollars—they are manufacturer discounts designed by Congress to help safety-net providers serve more patients.
Right now, the need is growing. More Hoosiers are uninsured, Medicaid reimbursement remains inadequate, and demand for care continues to rise. 340B is essential to closing that gap.
If the State redirects these resources:
• Services and locations will be reduced
• Wait times will increase
• Access to care will decline—for all patients

How You Can Help:
We are asking patients, partners, and community members to contact the Indiana Family and Social Services Administration (FSSA) and urge the State not to move forward with this State Plan Amendment—or, at a minimum, to exempt Community Health Centers from this proposed change.

340B savings are reinvested into patient care—not profit. They help lower medication costs and support services like care coordination that patients like me depend on.
