HealthNet is a Federally Qualified Health Center (FQHC) and a not-for-profit 501(c)3 corporation providing primary care health services to the medically underserved. The mission of HealthNet is:

Since 1968, HealthNet has improved the health status of Indianapolis’ inner-city neighborhoods by making quality health services accessible to everyone. From its beginnings in a converted bank building staffed by one physician, HealthNet has grown to a citywide organization with 33 locations and more than 600 employees. It is Indiana’s largest Federally Qualified Health Center (FQHC).

Through its network of seven community-based, comprehensive primary care health centers, one OB/GYN care center, a pediatric/adolescent care center, seven school-based clinics, and support services, HealthNet annually provides affordable health care to nearly 60,000 individuals – many of whom live at or below the federal poverty level. In 2017, the centers delivered 272,645 patient visits.  HealthNet is the first and only network of primary health care centers in Indiana to earn the Joint Commission’s Gold Seal of Approval™. POSITION SUMMARY 

This position exists to support the overall operation, administration and medical management of the clinical programs for HealthNet. This position works in concert with the CEO to establish strategic, financial, operational, clinical and administrative goals and policies for the organization. The incumbent is responsible for developing and maintaining involvement of the physician relationships and has oversight of the Medical Staff Office. This position reports to the President and CEO. 

Essential Functions

Administration:

Provides administrative decision-making, leadership, and operational planning involving the efficient and productive use of personnel, material, and financial resources. Directs health professional's continuing education and education related contracts. Supports the organization's strategic plan and establishes the strategic vision for the medical staff office, physicians, physician groups and Medical Directors in conjunction with other members of HealthNet’s Senior Leadership Team. 

Continuous Improvement:

Ensures the quality of services through the development and documentation of a quality monitoring system and/or program evaluation reflected through key indicators. Assumes a leadership role in medical quality improvement and quality benchmarking activities. Responsible for the implementation, maintenance and refinement of approved quality improvement and utilization management programs in accordance with regulatory, state, corporate and accreditation requirements. Identifies utilization review studies and evaluates adverse trends in utilization of medical services, unusual provider practice patterns. 

Communication:

Ensures services are coordinated with department services and corporate plans. As part of the overall corporate strategy, the incumbent is responsible for maintaining a communication system that interfaces with the medical staff and other departments to ensure total quality patient care. This position interacts with all areas of the organization and has direct impact on decisions that affect all departments and represents the organization in an executive capacity to external contacts. 

Committees:

Responsible for the functioning of the physician committees including committee structure, processes and membership. 

Leadership:

Ensures that an annual plan, inclusive of objectives and resource allocations, is completed in accordance with the organization planning cycle. Provides leadership and strategic direction for the directors and department heads of the division. Makes recommendations that impact corporate philosophy and policies. Provides leadership in the planning of strategies for the organization in effective and efficient utilization of personnel, financial, medical, clinical, and administrative resources. Ensures that the organization services are coordinated with other the organization services and corporate plans. Develops and administers an annual fiscal plan. Provides leadership for provider network development and new market expansion as appropriate. Participates in the review, assessment and negotiation of physician provider contracts as appropriate. Acts as the Patient Safety Officer as required. 

Accreditation:

Establishes programs to address accreditation needs, and is accountable for ensuring appropriate Federal, State and Local regulatory agencies' requirements are met. Manages medical review activities pertaining to utilization review, quality assurance, and medical review of complex medical services.

As appropriate for the respective position, the incumbent is responsible for the participating in the development, monitoring and sustainment of a safe, highly reliable and functional environment for all occupants of the organization, as supported by the following behaviors-open communication, consistent work habits, and compliance with identified departmental safety measures.

QUALIFICATIONS/KNOWLEDGE/SKILLS/ABILITIES:

Requires a MD; board certified, preferably with an active practice; licensed to practice in the state of Indiana; Meets all criteria for membership of medical staff. 

Requires course work in the areas of Health Administration; Health Financing; Insurance; and/or Personnel Management. 

Requires experience in Quality Benchmarking; strategic planning and community relations. 

Requires experience with the efficiencies of medical practices in a not for profit environment. 

Requires ability to build and maintain harmonious relations and promote efficiency among physicians and physician groups. 

Requires interpersonal; negotiation and presentation skills; with the ability to lead groups and programs. 

Requires a visionary with the ability to think in a positive and creative manner. 

Requires well developed administrative and management skills. 

Requires knowledge of state and national regulatory agency guidelines. 

Requires the ability to lead quality improvement initiatives. 

Requires knowledge of state and federal laws relative to assigned area. 

Requires effective written and verbal communication skills. 

Requires problem-solving and analytical skills.
