The position is located in Indianapolis, IN. Indianapolis (1.8M MSA) is a diverse city with excellent amenities. Vibrant downtown, professional theaters, arts, museums & the largest children's museum is the world! For sports fans, there’s professional sports (NFL, NBA, WNBA, Soccer), Indy 500, NASCAR, NCAA Headquarters & more. Position Summary

This position exists to work with the President/CEO, Senior Leadership Team, physician leadership, managers, and the Board of Directors of HealthNet. This position exists to plan, direct and oversee operations of the Finance, Accounting, , Revenue Cycle, Information Systems, Supply Chain, and Facilities Departments in a manner that will assure effective and efficient service to internal and external customers, compliance with organizational policies and procedures, and operations which meet Federal and State regulations. This position is responsible for providing administrative decision making, leadership and strategic planning including the efficient and productive use of personnel, material, and financial resources. This position also establishes policy and direction for departments and is accountable for departments' results. In addition, this position is responsible for the efficient and purposeful integration of services with other areas and emerging delivery systems; meets with the HealthNet Board of Directors and Finance Committee and presents monthly financial statements, activities, and budgets; makes recommendations to Finance Committee and Board of Directors as needed; and participates as an active member of HealthNet's Senior Leadership Team. 

Essential Functions

Financial Planning:

Is accountable to ensure that an annual plan, inclusive of objectives and resource allocations, is completed in accordance with the planning cycle. Makes recommendations that impact the overall operational efficiency of HealthNet. Assumes leadership in managing the budget process and is responsible for seeing that the organization’s budget is within planned strategies and established goals. Consults with and advises the President/CEO of problems or opportunities relating to operations and financial performance. Develops performance benchmarks for all areas of operations. Seeks and recommends potential opportunities for cost containment and analyzes variances from budget plan or anticipated trends. Provides education and troubleshooting activities relevant to provider reimbursement issues. Responsible for financial analysis and reporting and formulation of recommendations to achieve plan objectives. Develops and implements strategic and operational plans for HealthNet. Reviews and reorganizes financial operations for increased efficiency and productivity. Creates and implements corporate policies and procedures. Coordinates financial and operational functions with outside agencies and auditors.

Financial Management:

Responsible for accounting/budgeting and accounts payable/receivables for grants, program income, and other third-party payors. Monitors and reports any revenue and operational expense variances. Provides leadership for effective monitoring and financial management of assigned areas. Seeks and recommends potential opportunities for cost containment, and analyzes variances from budget plan or anticipated trends. Oversees the preparation and analysis of financial and operational reports. Provides cash management, financial forecasting, pro-forma analysis, maintenance of banking relationships, analyzes internal systems and internal audit procedures. Oversees the planning, creation, development, and maintenance of computer reports for all financial functional areas. Directs the managed care activities (risk and non-risk base) and other third-party payors, insurance provider enrollment, eligibility, audits, etc., with HealthNet staff.

Accountable for department budget including multiple accounting units, financial planning, capital proposals and expenses and department budget performance. Role has authority to approve invoices up to $50,000.

Billing and Revenue Cycle Management:

Responsible for HealthNet's Revenue Cycle operations. Ensures accurate and timely operations. Responsible for maintaining and developing proper systems and methodologies to enhance revenue and to improve billing activities.

Information Systems Management:

Oversees HealthNet's information systems and data security operations. Provides guidance on implementing new technologies and enhancing current systems. Provides oversight and effective monitoring of all information services. Acts as liaison between the organization and HealthNet as appropriate.

Leadership:

Accountable for strategic planning, program development, labor management, and overall operational administration of assigned areas. Directs and coordinates the ongoing activities to meet established objectives and aims. Accountable for development of department policy and ensuring procedures and expectations are clearly communicated.  Accountable for fair and consistent interpretation and application of policies across departments. Provides decision making at department level and empowers decision making at all levels of staff. Practices and deploys evidence-based decision making. Meets with the HealthNet Board of Directors and Finance Committee and presents monthly financial statements, activities, and budgets. Makes recommendations to Committee as needed.

Continuous Improvement:

Promotes and supports the participation of staff in applying the principle/model of continuous improvement to improve existing processes and enhance the effective utilization of resources (human and material).

Personnel Management:

Foster an inclusive work environment that maximizes the talents of each team member to achieve the vision and mission of the organization. Facilitates goal accomplishment by inspiring, motivating, and guiding others. Maintains personnel management accountability for the team by fairly interpreting and applying personnel policies and procedures. Facilitates a continuous employee feedback process to enhance work processes.

Accreditation:

Ensures compliance with all applicable accreditation standards within the assigned areas of accountability.

Strategic Planning:

Accountable for strategic plan from 6 months to two years. Integrates, aligns, and synthesizes department plans with Board strategic plan.

Communication and Collaboration:

Cultivate an environment of collaboration with all levels of staff.  Develops and maintains a communication system which assures effective flow of information.

Quality:

Ensures cultural focus on quality outcomes. Accountable for system design and review. Personally participates, uses and fosters use of the Model for Improvement. Accountable for key work process design and creation of work culture that results in high reliability.

Safety:

Promotes a just culture of employee/patient safety. Establishes direction, department policy and action plans resulting in the "prediction, anticipation, and prevention" of accidents and mistakes. Sets an expectation that staff should report all accidents/mistakes without retribution, and uses information as a source of learning. Accountable for operational audits and controls which result in evidence based data used to improve safe outcomes. Accountable for system reviews/process redesign to ensure safe outcomes and prevent mistakes.

Customer Service:

Accountable for the active practice of service excellence standards in department to anticipate and meet customer needs. Communicates patient satisfaction scores to all department members, and establishes policy and programs to drive improvements in scores to meet (or move toward) preeminent status (90th percentile). Ensures that appropriate systems are in place to provide safe, efficient, and customer-oriented service to all internal and external customers.

People Excellence:

Accountable for and models a culture of people excellence for the department. Models and expects all management to engage the workforce in a way that fosters mutual trust, respect, care and concern. Develops policy and action plans for department that ensures talent development (recruitment, retention, and staff learning and development, satisfaction and well-being). Fosters a culture of valuing staff by: 1) demonstrating commitment to staff success; 2) providing recognition beyond regular pay; 3) offering development and progression; 4) sharing the department's knowledge to better serve customers and meet strategic objectives; 5) creating an environment that encourages risk taking and innovation; and 6) creating a supportive environment for a diverse workforce.

Accountabilities:

Accountable for outcomes of the department, meet, or are moving towards preeminent status, including: policy and direction setting; integration of services with other areas; interpretation and application of policy and procedure; creating fair application; program development; positive employee relations climate and talent management; service delivery, quality, safety, and patient satisfaction, and regulatory compliance; and financial planning and operating budget performance at or below budget targets.

QUALIFICATIONS/KNOWLEDGE/SKILLS/ABILITIES:

Requires Master's degree in Business Administration, Finance or related field and a minimum of 5-7 years of progressive leadership experience. 

Requires background experience in an ambulatory care or community health care environment, experience with a Federally Qualified Health Center (FQHC) a plus.

Requires extensive knowledge of Medicaid/Medicare/Third Party insurance.

Requires knowledge of FQHC reimbursement mechanisms and issues and knowledge in business applications.

Requires ability to plan and manage the utilization of resources.

Requires ability to facilitate and lead work groups.

Requires ability to apply the organization personnel policies and procedures.

Requires effective written and verbal communication skills.

Requires strong customer service skills.

Requires ability to promote teamwork and build effective relationships.

Requires ability to take initiative and meet objectives.

EVALUATION OF PERFORMANCE:

The Chief Financial Officer will receive annual performance evaluations that rate job performance in accordance with HealthNet vision, mission, policies and procedures. The evaluations may include, but not be limited to, performance of many of the specific skills and abilities noted above. The Chief Financial Officer is expected to present an exemplary professional image; maintain a positive attitude toward work and HealthNet; display a willingness to accept and complete assigned job responsibilities and duties; demonstrate the ability to independently exercise judgment, supervise staff if applicable, and complete all phases of assigned tasks or projects; and serve as a positive role model for other HealthNet staff.
